Pennbury New (Eco) Town - Consultation

Dear Neighbour,

Pennbury New (Eco) Town Consultation

The Parish Council has received a copy of the Co-op’s latest “Masterplan” for the Eco Town. Consultation responses are required by the vague date “spring 2009”.

The purpose of this letter is to encourage you to reply. This is important whether you support or oppose the Co-op’s plans. Please reply as soon as possible and certainly before the end of the year.

Most of the people that I meet who live anywhere near “Pennbury” seem to be opposed to the development and to this end I prepared for the Parish Council some notes setting out concerns about the Co-op’s plans. The Parish Council asked me to make the list of questions and issues available to all residents. These are attached and can be used to help you to list your own issues. An individual letter or e-mail setting out your own concerns will have more impact than a signature on a petition or a round-robin letter. If you would like to see the full Masterplan document please feel free to borrow from me the Parish Council’s copy. The Co-op will not send you your own copy even if like me, you ask nicely.

Final decisions on the Eco Town will be taken by politicians and it would be helpful if you could copy your consultation response to Harborough District Council and/or to the minister responsible, Margaret Beckett.

Traffic - Reporting HGVs

David Baker writes:
As you know we have been trying hard to get motorists to observe the speed restriction in the village and we have had the Leics Speed Watch initiative (Speed Gun) etc, twice in the last 12 months. We have had some success with getting the Activated 30 Signs, the extra 30mph roundels etc.
However, one thing that has been annoying is the increase in HGVs coming through despite the clear forbidden signs. At last it seems that people are now taking the issue seriously. I have received a letter from Leics CC which says:

If you have trouble with heavy lorries abusing weight restrictions and taking shortcuts through your villages where there are weight restrictions in place, please note and email the details to

weight.restricted@leicestershire.pnn.police.uk

The LCC pays the police for condition on service to deliver enforcement action".

Details I guess should, if possible be number, name of firm etc and date and time coming through. If villagers could help in reporting to the above, it would be just great. « Less

As you will be aware, the Government has announced that Pennbury is among 15 proposals on their shortlist of Eco-Towns.

A 'Have Your Say' meeting on April 9th in Kibworth will be a first opportunity for local residents to find out what is going to happen next.
This meeting will take place at Kibworth High School, Smeeton Road, Kibworth on Wednesday, 9th April 2008 at 7.00 pm

As a first step, the Government will now be consulting until the end of June 2008 on the appropriateness of the 15 sites with a view to reduce them to 10 sites by the end of the year.

What is a Parish Meeting?

A parish meeting consists of the local government electors registered for the area for which it is held. In a parish in England where no parish council exists, the district or unitary authority must establish a parish council if the population includes 200 or more local government electors.
If the population includes more than 150 but less than 200 electors, the district or unitary council must establish a parish council if the parish meeting resolves that one should be established. This power is discretionary if the parish is already grouped under a common parish council.
Where the population includes not more than 150 local government electors, the district or unitary council may create a parish council if the parish meeting so resolves.
A parish meeting is not a corporate body and is therefore unable to own property or sue or be sued.
Generally speaking it is not a local authority, though for certain limited purposes it may be regarded as one. Its lack of legal personality has not prevented Parliament from enabling it to exercise functions.
Its powers are not as extensive as those of a parish council, although on application the district authority may by order confer on the meeting any or all functions of a parish council.
The parish meeting should assemble annually between 1 March and 1 June and on at least one other occasion during the year.
